Situation:
For centuries, the construction industry has stuck to outdated contracts and labor practices, resulting in slow and inefficient projects. The entire sector lags significantly behind other industries in terms of performance and efficiency, where massive delays and cost overruns are commonplace. These outdated practices represent an extreme risk to this mega project from instability in project planning, procurement, and execution.
Problem:
The Design & Construction (D&C) sector has innovative ideas for the mega city but lacks the manufacturing capacity required to bring them to life. There is currently no established method for identifying potential suppliers, assessing their capabilities, and scaling them up to meet the mega project’s volume demands.
Solution:
To overcome this challenge, D&C is adopting modern construction methods (MMC), producing prefabricated modules in off-site factories on an industrial scale and assembling them on-site with qualified contractors. To ensure a seamless and efficient value chain that meets the mega project’s requirements for speed and efficiency, manufacturers, assemblers, and contractors must undergo systematic assessment, certification, and development to reach required scale.
Impact:
Develop the Supplier Certification System (SCS) from the ground up, drawing upon best practices from advanced industries to systematically identify capable suppliers and develop a robust manufacturing base. In just 12 months, core processes were standardized, the required IT infrastructure established, and a mixed team of internal and external partners assembled to assess and develop the supply base. The successful completion of initial pilot programs confirmed its effectiveness, positioning SCS as a powerful tool to expedite building delivery with focus on quality assurance, risk management, cost control, regulatory compliance, and relationship building between manufacturers and contractors, all of which are essential for the success of the mega project.
